DDR3 servers such as the PowerEdge R710, R720 and T620 still run accounting systems, phone servers and file shares in plenty of businesses. Memory for them is cheap and plentiful on the secondary market, which makes a targeted upgrade a reasonable bridge while you plan a refresh.

Is it worth upgrading a DDR3 server at all?

Only as a bridge. If the box is the single copy of a critical application, put the money into a backup and a migration instead.

Can DDR3 and DDR3L be mixed?

On most 12G systems the server will run everything at 1.5 V, which works but negates the low-voltage benefit. Keep them consistent when you can.
